El 3 de diciembre de 2015 el presidente de la Conmebol, Juan Angel Napout, fue apresado en Suiza por pedido de la justicia de Estados Unidos. En la acusaciòn que se dio a conocer el día de hoy incluye a 16 nuevos acusados, sumados a los 14 que ya fueron acusados en mayo de este año. Cuáles son los cargos que enfrenta Napout? El grupo de los 6
La principal acusación contra Napout se da por su participación en el denominado «Grupo de los 6». Segùn la acusación, a partir del 2009 6 presidentes de las federaciones más pequeñas de la Conmebol decidieron unirse para tener mayor poder de decisión sobre el manejo de la asociación, especialmente en el ámbito comercial. Esto ocurrió debido a que antes Argentina y Brasil tenían un dominio absoluto sobre esas cuestiones. Quienes eran los miembros del «Grupo de los 6?»? Los líderes: Luis Chiriboga (Ecuador), Luis Bedoya (Colombia) y Rafael Esquivel (Venezuela) y completaban el grupo Juan Angel Napout (Paraguay), Manuel Burga (Perú) y Carlos Chavez (Bolivia).
Este grupo comenzó a negociar con Alejandro Burzaco, dueño de la cadena Torneos, y también con Traffic, siendo que ambas empresas se habían unido para formar una nueva compañía: T&T. Desde el 2009 el grupo exigió el pago de coimas anuales para que T&T asegure a futuro los derechos de transmisión y comercialización de los eventos de la Conmebol, especialmente de la Copa Libertadores. Alejandro Burzaco accedió a hacer un pago anual de seis cifras en dólares (entre $100.000 y $999.999) a cada uno de ellos desde el año 2010.
Para realizar los pagos, Burzaco y otros dueños de Torneos eran ayudados por Hugo y Mariano Jinkis y Jose Margulies para realizar los pagos de las coimas a través de diferentes transferencias bancarias. Fue el uso de bancos norteamericanos lo que permitió que Estados Unidos investigue y acuse a las personas involucradas.
El esquema de DATISA
La empresa DATISA se formó uniendo a los tres grandes competidores por los derechos de televisación en Sudamérica: Traffic de José Hawila, Torneos de Alejandro Burzaco y Full Play de los hermanos Jinkis. En el 2013 la empresa firmó un contrato con la Conmebol por los derechos de televisación y comercialización de las Copas América de 2015, 2019 y 2023, más la Copa América Centenario del 2016. En este esquema se acordó el pago de coimas a los presidentes de cada asociación, entre ellos Juan Ángel Napout por la APF, por la firma del contrato y por cada una de las Copas a disputarse.
Los cargos contra Napout
Estos son los dos hechos por los cuales se acusa a Juan Ángel Napout en la acusación. En una sección que habla sobre lo ocurrido posteriormente a la primera acusación presentada en mayo, se menciona que Napout se presentaba como un reformador pero que obviaba su larga participación en el esquema de corrupción a cambio de utilizar su influencia como miembro de la Conmebol y de la FIFA.
Los cargos por los que se le acusan son: asociación criminal, fraude por medios electrónicos y lavado de dinero. En total estos tres cargos podrían llegar a una pena de hasta 20 años de prisión.
