Esta semana, el presidente de la APF, Alejandro Dominguez, dio detalles acerca de las empresas compradores de derechos de transmisión del fútbol local o de la selección paraguaya.
Una de las empresas mencionadas y la que generó mayor número de dudas es Ciffart. Domínguez aclaró que la misma era una empresa del grupo Vierci, información corroborada por Lucas Balmelli, director de Telefuturo. Con esta información hemos buscado los orígenes de Ciffart y esto es lo que hemos encontrado:
¿Cómo aparece CIFFART?
CIFFART, TRAFFIC al revés por mera “casualidad”, aparece en escena en el 2007, el mismo año en el que asume el Equipo País, con Juan Angel Napout a la cabeza, en la APF. En junio de 2007 la APF anuncia que la empresa brasileña Traffic ganó la puja por los derechos de televisación de la Selección en las eliminatorias para Sudáfrica 2010 por el monto de US$ 5,5 millones. Este anuncio fue publicado en todos los medios locales y también en medios internacionales. Antes de la adjudicación Napout había mencionado que Traffic tenía ventajas en la oferta por haber sido la empresa encargada de los derechos para las eliminatorias a Alemania 2006.
Para setiembre de 2007 el escenario cambió. Antes del inicio de las eliminatorias surgió un conflicto sobre una cláusula que establecía que los partidos de local de Paraguay solo serían televisados a partir de 120 kilómetros de distancia del estadio. ¿Cuál era la empresa que compró los derechos para esa fecha? CIFFART. CIFFART era mencionada como una empresa brasileña (la misma nacionalidad que Traffic), y sus derechos fueron comprados por dos canales locales, Telefuturo y Canal 9.
Desde aquel entonces CIFFART ha comprado los derechos de la Selección Paraguaya en las eliminatorias para Brasil 2014 y también para las de Rusia 2018. CIFFART también es la encargada de vender los derechos de transmisión de la Copa América 2015 a las radios de todo el país.
El contrato para el derecho de transmisión de la Copa América 2015 menciona la siguiente cadena:
CONMEBOL – DATISA – CIFFART – SERVICIOS DIGITALES – EL MEDIO.
¿Qué encontramos sobre la misteriosa CIFFART?
Lucas Balmelli ha confirmado que CIFFART es una empresa del grupo TV Acción, del grupo Vierci. La misma fue creada en el 2007 en Panamá. Se refirió a la cuestión del nombre alegando que es una coincidencia que al revés sea TRAFFIC, ya que el bufete de abogados tiró varios nombres y ellos eligieron ese.
Al buscar la empresa CIFFART SPORT S.A. en el registro público panameño existe un resultado: una empresa creada el 20 de abril de 2007. La misma fue creada con un capital de solo US$ 10 mil, y sus presidentes y miembros de directorio son los mismos que las empresas que suscriben la constitución (se debe aclarar que para crear una sociedad anónima en Panamá se requiere de dos suscriptores). No existe ninguna mención sobre transmisión de derechos del fútbol o sobre Paraguay.
A los 7 días la sociedad cambia todo el directorio y asumen 3 hombres: Nelson Greca, Ely Ferraro y Daniel Betancor.
El vínculo Mossack-Fonseca
El bufete o agencia de la cual registró el nombre de CIFFART SPORT S.A. es el BUFETE MF & CO. Cuyo nombre es Mossak Fonseca. Es uno de los estudios júrídicos más reconocidos en constituir empresas en paraísos fiscales. Uno de los dueños de este bufete es Ramón Fonseca Mora, quien es acusado por Libia de ser testaferro de Muamar Gadafi, el ya fallecido dictador libio y actualmente es ministro consejero del presidente de Panamá, Juan Carlos Varela.
La revista Vice realizó una investigación sobre los vínculos de Mossack Fonseca con varios esquemas de lavado de dinero y creación de empresas fantasmas en diversos lugares del mundo.
Uno de los casos de mayor importancia fue el de Lázaro Báez en Argentina, considerado el encargado de lavar el dinero de la presidenta Cristina Fernández de Kirchner, donde se comprobó que Mossack Fonseca fue la encargada de crear todas las agencias donde supuestamente se lavaba el dinero de Lázaro.
